NVIDIA Container Toolkit version pinning note

An unattended dnf update bumped the NVIDIA driver without touching nvidia-container-toolkit, and GPU containers started failing with "CUDA driver version is insufficient for CUDA runtime version" — despite nvidia-smi looking completely normal on the host.

Fix going forward: pin both packages together, or patch them in the same maintenance window deliberately rather than letting either update independently.
